Oman Showcases African Heritage Capacity Building at UNESCO Event

Oman shared its expertise in capacity building and promoting the 1972 World Heritage Convention in African nations at a UNESCO event in Busan, South Korea.

Oman recently showcased its leading experience in supporting capacity building and advancing the 1972 World Heritage Convention across African countries. The nation noted its pioneering experience in promoting the implementation of this key international agreement throughout the continent. This significant presentation occurred at an event titled “Strengthening African Expertise in World Heritage,” held in Busan, Republic of Korea. The event was a dedicated side event, taking place on the sidelines of the 48th session of the UNESCO World Heritage Committee. This key session is currently underway, running from July 19 to 29, bringing together international stakeholders to discuss global heritage preservation. Oman's participation showed its deep commitment to fostering heritage preservation skills and expertise within the African continent, recognizing the vital role of local capacity in safeguarding global heritage.

Oman's Strategic Capacity Building Program

Oman, in cooperation with UNESCO, has been implementing a strategic programme since 2021, designed to bolster heritage management capabilities across East Africa. Ambassador Amna Salim Al Balushi stated that this initiative aims to support East African nations by strengthening national institutions' capacities, developing specialized heritage expertise, and enabling local communities to participate effectively in World Heritage site management. The full program has already facilitated the training of approximately 250 heritage specialists across East Africa, providing them with the necessary tools and knowledge to protect and manage their cultural and natural treasures. In addition to direct training, the initiative has supported several countries in updating their tentative lists, which are key preparatory steps for future World Heritage nominations. Through these concerted efforts, the programme contributes significantly to enhancing the representation of African countries on the prestigious World Heritage List, ensuring a more balanced and inclusive global heritage narrative. This ongoing collaboration exemplifies Oman's dedication to practical, impactful support for heritage conservation.

Commitment to World Heritage Convention

The Sultanate of Oman asserts that investment in capacity building serves as a key pillar for the effective implementation of the World Heritage Convention. This foundational principle guides Oman's international engagement in the heritage sector. Oman reaffirmed its steadfast commitment to continuing support for international initiatives aimed at achieving the objectives of the World Heritage Convention, emphasizing the long-term vision required for sustainable heritage preservation. The Sultanate believes that by empowering local communities and national institutions, the convention's goals can be met more effectively and sustainably, ensuring that heritage assets are protected for generations to come.

Ambassador's Remarks on Partnerships

Oman’s Permanent Delegate to UNESCO, Ambassador Amna Salim Al Balushi, delivered a statement during the side event held on the sidelines of the 48th session of the UNESCO World Heritage Committee. Ambassador Al Balushi emphasized the critical role of collaboration, stating that "such partnerships are essential for achieving sustainable development and preserving cultural and natural heritage for future generations." She noted that the programme has produced significant results, including direct support for the inscription of new African sites on the World Heritage List, a testament to the initiative's tangible impact. Ambassador Al Balushi also noted that the efforts have contributed to preparing qualified national professionals capable of managing heritage sites and preparing nomination dossiers in accordance with international standards. This focus on professional development ensures that African countries are equipped with the internal expertise needed for long-term heritage stewardship. She reiterated that the initiative reflects Oman’s broader approach of promoting international cooperation and sharing expertise, recognizing that investment in capacity building is a key pillar for the effective implementation of the World Heritage Convention and a cornerstone of global heritage protection efforts.
