The State Council will conclude its third ordinary session of the eighth term on Sunday, in accordance with Article 41 of the Council of Oman Law. This conclusion follows royal directives from His Majesty Sultan Haitham bin Tarik. The session continued the Council's role in strengthening legislation and reviewing public policies. It also supported national development, aligning with the objectives of Oman Vision 2040. The Council's work throughout the session has been central to the nation's legislative and developmental progress, showing its commitment to the Sultanate's strategic goals.

Key Discussions and Legislation

The State Council held 10 public sittings during its session, discussing 23 topics. These topics included the draft Eleventh Five-Year Development Plan (2026–2030) and the 2026 State General Budget. These discussions are critical for shaping the economic future and fiscal policies of the Sultanate. The Council also received 13 draft laws referred by the Council of Ministers, reviewing these alongside other legislation across legal, economic, social, and technical sectors. The full review process for these 13 draft laws ensures thorough consideration of their potential impact.

The Council conducted two joint sessions with the Shura Council. These joint sessions focused on deliberating 12 draft laws that required consensus between the two chambers, noting the collaborative legislative process within Oman's bicameral system. Additionally, the Council organised eight sessions with government entities and other stakeholders to facilitate discussions and gather diverse perspectives on critical issues. The Council's leadership also conducted two meetings with the Council of Ministers, as stipulated by Article 77 of the Council of Oman Law, further cementing the coordination between the legislative and executive branches. These interactions are vital for ensuring alignment and effective governance.

Committee Work and Studies

The State Council discussed eight specialized studies covering economic, social, educational, technological, and administrative issues. The Council completed these eight studies and subsequently referred them to the Council of Ministers for further consideration and action. This process demonstrates the Council's analytical depth and its contribution to evidence-based policy-making. Additionally, the Council approved the formation of three new special committees. These committees are tasked with studying full economic development indicators under Oman Vision 2040, the governance of the State's administrative apparatus and its role in empowering the private sector, and sustainable investment models for endowments (waqf) in Oman. These specific areas of focus show the Council’s commitment to long-term national development and economic diversification.

Throughout the session, standing committees held 44 main meetings and 88 subcommittee meetings, while special committees conducted 20 main meetings and seven subcommittee meetings. This intensive schedule reflects the diligent work undertaken by the Council's members. Committee work focused on legislation, economic policy, labour markets, tourism, education quality, scientific research, digital transformation, innovation, and water resource management. Committees also hosted 51 meetings with representatives from government agencies, private sector institutions, experts, and specialists, fostering a collaborative environment for policy development.

Broader Engagement and Diplomacy

The Council's Office held six meetings, where it discussed 63 topics and issued 52 decisions. This demonstrates the high volume of critical matters handled by the Office in support of the Council's overall functions. The Council maintained its active role in parliamentary diplomacy, strengthening cooperation with regional and international legislative bodies. This engagement is key for enhancing Oman's standing and fostering international understanding. Additionally, outreach programmes were organised to introduce university and college students to the Council's legislative responsibilities and its role within the national governance framework, aiming to educate future generations about the work of the State Council.
