Oman's Vehicle Licences and Road Network See Significant Growth

Oman's vehicle licences and road network saw significant growth by end of 2025.

Oman saw significant growth in its vehicle licensing and road infrastructure by the end of 2025, according to data from the National Centre for Statistics and Information (NCSI). The number of new and renewed vehicle driving licences issued across the Sultanate reached approximately 527,830 during this period. This substantial figure encompasses both newly issued licences and those that underwent renewal processes. Concurrently, Oman’s paved road network expanded substantially, extending to a total of 45,659 kilometres by the close of 2025. This development reflects an ongoing expansion in both vehicular ownership and the supporting transport infrastructure throughout the country, noting the nation's continuous efforts to enhance its connectivity and facilitate mobility for its residents.

Driving Licence Statistics

The National Centre for Statistics and Information (NCSI) reported that 500,738 new and renewed vehicle driving licences were issued in Oman during 2024. This figure represents a notable increase compared to 2021, when 338,990 new and renewed vehicle driving licences were issued. This upward trend shows a growing demand for driving privileges and vehicle usage across the Sultanate. By the close of 2025, the total number of licences issued reached 527,830. This full total included 136,491 new licences, indicating a steady influx of new drivers onto Oman's roads. Simultaneously, 391,339 licences were renewed within the same period, demonstrating consistent compliance and continued engagement with the licensing system.

A detailed breakdown of the licence holders reveals demographic insights. Omanis held 227,718 of the total new and renewed vehicle driving licences, reflecting the participation of the local populace in the country's transportation sector. Expatriates accounted for a larger share, with 300,112 new and renewed vehicle driving licences. This distribution notes the significant role of the expatriate community in Oman's economic and social fabric, including their contribution to the vehicle ownership and driving statistics. The overall increase in licences suggests a dynamic and expanding automotive landscape within the country.

Road Network Expansion

Oman’s paved road network expanded significantly, reaching 45,659 kilometres by the end of 2025, according to data from the National Centre for Statistics and Information (NCSI). The total length of paved roads was specifically reported at 44,079 kilometres by the end of 2025, demonstrating substantial infrastructural development. This represents a considerable increase from 40,546 kilometres in 2021, showcasing a sustained investment in national infrastructure. This expansion is key for improving connectivity between regions and supporting economic activities across the Sultanate.

Within the total network, single roads constituted a predominant portion, extending for 41,478 kilometres. These single carriageways form the backbone of regional and local transport links. In addition, dual roads, which typically accommodate higher traffic volumes and facilitate smoother travel, extended for 4,182 kilometres. This combination of single and dual carriageways ensures a full and adaptable road system capable of serving diverse transportation needs.

Geographical distribution of the paved road network also notes key development areas. The Al Dakhiliyah governorate recorded the largest share of paved roads with 480 kilometres, indicating significant investment in its regional connectivity. Muscat governorate, as the capital region, followed with 425 kilometres of paved roads, catering to its dense urban population and commercial activities. Al Dhahirah governorate accounted for 120 kilometres of paved roads, contributing to its local and inter-governorate links. For single roads specifically, Dhofar governorate ranked first, contributing 383 kilometres to the network, which is vital for connecting its expansive territories. North Al Sharqiyah governorate added 263 kilometres of single roads, further enhancing its internal and external accessibility. South Al Batinah governorate also demonstrated substantial development with 260 kilometres of single roads, supporting its coastal and agricultural areas.
