Governors' Forum Convenes in Salalah to Boost Cooperation and Discuss Decentralization Reforms

Governors' Forum in Salalah convenes to boost cooperation, exchange expertise, and discuss decentralization reforms aligned with Oman Vision 2040.

The Governors’ Forum commenced on Sunday at the Dhofar Municipality headquarters in Salalah, marking a significant event aimed at enhancing institutional cooperation and integration among Oman’s governorates. The meeting seeks to facilitate the exchange of expertise, experiences, and successful administrative and developmental practices among the various regions. These discussions are strategically aligned with the overarching objectives of Oman Vision 2040, a national blueprint designed to support the Sultanate’s full and sustainable development agenda. A key agenda item for this year’s forum is the deliberation on a full proposal to reform the decentralisation framework within the Sultanate of Oman, a proposal meticulously developed by a joint team of governorate representatives over the preceding period.

Fostering Governorate Cooperation

HH Sayyid Marwan bin Turki Al Said, Governor of Dhofar, noted the forum's key role in promoting collaboration among Oman's governorates. He emphasized that "The forum represents a valuable opportunity to exchange ideas and perspectives, as well as drawing upon the diverse experiences of the various governorates." According to officials, the gathering is specifically designed to show the critical significance of communication between governorates. It aims to facilitate a strong exchange of expertise and best practices across key areas including administration, the implementation of development initiatives, and the formulation of effective investment strategies. This cooperative approach seeks to significantly enhance regional governance and stimulate economic growth throughout the Sultanate of Oman, ensuring a unified national effort towards progress.

Key Agenda: Decentralization Reform

Dr. Saud bin Mohammed Al Farsi, Advisor to the Governor of Dhofar, delivered a detailed presentation outlining various perspectives on administrative and economic decentralisation within the governorates. His address focused on potential frameworks and strategies for enhancing local governance and fostering greater economic independence at the regional level. Following the insightful presentation, participants engaged in detailed discussions concerning a range of perspectives and proposals. These deliberations centered on the development of new governance mechanisms specifically tailored for the governorates, with the aim of refining their administrative and operational structures. The discussions explored how these mechanisms could substantially contribute to more effective local decision-making and efficient resource management, ultimately empowering regional administrations. The reform proposal, developed by a joint team of governorate representatives, received thorough consideration, reflecting the forum’s commitment to strengthening local autonomy.

Development and Governance Initiatives

Eng. Mohammed bin Saif Al Amri, Director General of Governorate Affairs at the Ministry of Interior, contributed significantly to the forum's discussions by presenting a paper on “His Majesty the Sultan’s Award for Governorate Development.” His presentation detailed the objectives and criteria of the prestigious award, which aims to encourage innovative development projects and enhance administrative efficiency across Oman's governorates. The paper outlined how the award scheme promotes healthy competition among regional administrations, fostering initiatives that align with national development goals and improve public services for citizens. Mr. Al Amri's address noted the strategic importance of such incentives in driving local progress and supporting the broader decentralisation efforts currently being considered by the Governors' Forum. The initiative shows the commitment to recognising and rewarding excellence in regional governance and development, thereby motivating continuous improvement and innovation at the local level.
